What buyers are actually asking for
When a tender or a procurement portal asks for a "tax clearance certificate", what it needs in practice is a Tax Compliance Status PIN issued through SARS eFiling. The PIN lets the buyer check your status live rather than trust a printout. The paper certificate is what everybody still says; the PIN is what the portals want.

You cannot get one with returns outstanding
Tax compliance status is a live read of your SARS account. Outstanding returns, unpaid amounts, or an unverified profile all block it, and no application fee changes that.
Three things need to be true before this can succeed:
- The company is registered for income tax — see SARS tax registration
- A registered representative is recorded and verified, or nobody can act on eFiling at all — see SARS registered representative
- Returns that are due have been filed
If one of those is missing, say so when you order and we will start where the actual problem is, rather than submitting an application that cannot go through.
Two different letters of good standing
Two unrelated bodies issue documents with almost the same name, and tenders routinely ask for both.

They are separate applications, and one says nothing about the other. A bid rejected for producing the wrong letter is a common and entirely avoidable loss.
It expires the way your account does
Treat the PIN as a live status rather than a certificate you file away. Request one now and let a return slip next quarter, and the buyer who checks in the meantime sees the current position rather than the one on the day you applied. Keeping returns in is the only real way to keep the status.
Why you are being asked
- Tenders. Almost every public procurement process wants a live compliance status.
- CSD. The Central Supplier Database ties your profile to tax compliance and will not treat you as tender-ready without it — see CSD registration.
- General compliance. Corporates onboarding a new supplier ask for it as ordinary vendor due diligence.
The order form asks which of the three applies because it changes what else you are likely to need next.
What it is not
It is not a B-BBEE document — that is an affidavit or a verified certificate — and it is not a permanent credential. It reflects your account on the day it is issued, and it goes out of date the moment a return does.
